Requirements
To be licensed as an Optician in Florida, you must apply for either licensure by examination or endorsement. Below are the requirements for each licensure pathway.
Licensure by Examination Requirements
- Complete and submit the “Optician Application for Examination” form and the required fees.
Exam eligibility will be approved if the applicant meets all the following criteria:
- Is not younger than 18 years of age;
- Is a graduate of an accredited high school or possesses a certificate of equivalency of a high school education;
- Successfully passed the National Opticianry Competency Examination within three years of application or has current ABO certification;
- Successfully passed the Contact Lens Registry Examination within three years of application or has current NCLE certification; and
- Has completed one of the following:

- Received an associate degree, or equivalent, in opticianry from an accredited school; or
- Has registered as an apprentice with the department and completed 6,240 hours of training under their registered sponsor(s). These requirements must be met within 5 years after the date of registration. Refer to Rule 64B12-16.003, F.A.C for the training subject areas.
- Following receipt of a passing score on the opticianry licensure examination, complete and submit the “Optician Initial Licensure Form” and fee.
- Provide a copy of the certificate documenting completion of a two-hour live technical practice continuing education (CE) course on fitting and adjusting provided by a board approved provider.

Examination Requirements:
The Florida Opticianry Licensure Examination Requirements consists of three parts:
- Part 1. National Opticianry Competency Examination (NOCE) by the American Board of Opticianry (ABO)
- Part 2. Contact Lens Registry Examination by the National Contact Lens Examiners (NCLE)
- Part 3. The National Practical Examination:

NOTE: Prior to applying to take a national practical examination, you must successfully pass the National Opticianry Competency Examination (NOCE) and the Contact Lens Registry Examination (NCLE) through the American Board of Opticianry and National Contact Lens Examiners. Proof of successful completion of these two parts are required prior to taking a national practical examination.
Process
Applying for the Opticianry Licensure Examination
- You must first submit an application for the licensure examination
- Applicant must submit a copy of their high school diploma or equivalency certificate
- Applicant must submit proof of receiving a passing score on the National Opticianry Competency Examination within three years of application or have current ABO certification
- Applicant must submit proof of receiving a passing score on the Contact Lens Registry Examination within three years of application or have current NCLE certification
- One of the following must be submitted:
- If applicant received an associate degree in opticianry, official transcripts must be submitted directly from the school to the board office
- If applicant completed the apprenticeship training program, a copy of the completion letter must be submitted directly to the board office
- If applicant was licensed in another state for at least 3 of the last 5 years, licensure verification must be submitted from the other state’s licensing agency
- If applicant practiced opticianry for 5 of the last 7 years in an unlicensed state, copies of tax records, business records, affidavits, etc. must be submitted to the board office
If you have met the requirements for the examination, you will receive information on how to register to sit for the examination. If you have not met the requirements for the examination, you will be advised of your deficiencies and rights.
The following documents are required prior to licensure:
- Copy of certificate documenting completion of a two-hour live technical practice continuing education course on fitting and adjusting by a board approved provider
Payment of the initial licensure fee within one (1) year of notification of successful passage of the examination for Florida licensure

License by MOBILE Endorsement
Requirements
SB 1600, Mobile Endorsement was signed into law with an effective date of July 1, 2024. This legislation establishes a new universal process for licensure by endorsement for health care professions regulated by the Florida Department of Health’s (the Department’s) Division of Medical Quality Assurance. To qualify, the health care practitioner must meet specific criteria, including various testing, training, and experience qualifications for their profession. The bill also repeals existing licensure by endorsement statutes from various individual practice acts.
To be licensed as an optician in Florida through the MOBILE Endorsement pathway you must meet the following requirements in section 456.0145(2)(a), Florida Statutes:
- Must hold an active, unencumbered license issued by another state, the District of Columbia, or a territory of the United States in a profession with a similar scope of practice, determined by the board or the department, as applicable.
- Must have obtained a passing score on a national licensure examination or hold a national certification recognized by the Board;
- Must have actively practiced the profession for at least three years during the four-year period immediately preceding the date of submission of this application.
- Must not have ever been reported to the National Practitioner Data Bank, unless the applicant successfully appealed to have the report removed.
- Must not be the subject of a disciplinary proceeding in a jurisdiction in which he or she holds a license or by the United States Department of Defense for reason related to the practice of the profession for which the applicant is applying.
- Must not have had disciplinary action taken in the five years immediately preceding the date of submission of the application.
Pursuant to section 456.0145(2)(c), Florida Statutes, a person is ineligible for endorsement if they:
- Have a complaint, an allegation, or an investigation pending before a licensing entity in another state, the District of Columbia, or a possession or territory of the United States;
- Have been convicted of or pled nolo contendere to, regardless of adjudication, any felony or misdemeanor related to the practice of a health care profession;
- Have had a health care provider license revoked or suspended by another state, the District of Columbia, or a territory of the United States, or have voluntarily surrendered any such license in lieu of having disciplinary action taken against the license; or
- Has been reported to the National Practitioner Data Bank, unless the applicant has successfully appealed to have his or her name removed from the data bank.
Process
Applicants must complete the following steps:
- Have a license verification submitted to Florida from any state board(s), U.S. territory, or foreign country in which you held a license. If the state has an online verification including disciplinary actions, we will accept the online verification. License verification may be submitted by mail or by secure electronic delivery to MQA.Opticianry@flhealth.gov
- Submit proof of passing an optician national practical examination, or a national certification. Proof must be sent directly from the examination or certification vendor to this office, and may be submitted via mail or by secure electronic delivery to Opticianry@flhealth.gov
- Apply online at flhealthsource.gov, or mail a completed application to the address provided below along with the applicable fees, and submit any supplemental documentation.Department of Health

- Self-Explanation – A letter personally describing the circumstances of the offense. The letter must include the date of the original offense, the charge, and the jurisdiction where the incident occurred.
- Completion of Sanctions– Probation and financial sanction records for offenses can be obtained at the clerk of the court in the arresting jurisdiction. Parole records for offenses can be obtained from the Department of Corrections or at the clerk of the court in the arresting jurisdiction. If the records are not available, a letter on court letterhead must be sent from the clerk of the court attesting to records unavailability.
- Final Dispositions/Arrest Records– Final disposition records for offenses can be obtained at the clerk of the court in the arresting jurisdiction. If the records are not available, a letter on court letterhead must be sent from the clerk of the court attesting to records unavailability.
- Board Actions– If applicant has disciplinary action against any license, submit certified copies of documents relative to those disciplinary action. The documents must be certified and submitted by the agency or board that finalized the disciplinary action.
- Health History– If the applicant answered in the affirmative to any of the questions, submit supporting documentation including the relevant dates and circumstances and the names and addresses of the medical practitioners or hospitals who performed related treatments.

- Please allow up to 30 business days for initial review of new applications. All applications and document submissions are reviewed in the order they are received. After your application is reviewed, any deficiencies will be communicated to you in writing by our Board staff. To expedite processing, please submit all required supporting documentation with your application and the requisite fees. If you are having documentation submitted by another entity on your behalf, please verify the Board office’s mailing address to ensure delivery.
- When all requirements are met, the license will be issued within 7 days pursuant to section 456.0145(2)(e), Florida Statutes.

Renew Your License

Requirements
Current licenses expire at midnight, Eastern Time, on December 31, 2024.
To ensure you receive your renewal notification from the department, your current mailing address must be on file. Failure to renew an active or inactive license by the expiration date will result in the license being placed in delinquent status. Failure by a delinquent licensee to renew before the expiration of the current licensure cycle renders the license null and void without any further action by the board or the department.
A licensee who remains on inactive status for more than two consecutive biennial licensure cycles and who wishes to reactivate the license may be required to demonstrate the competency to resume active practice by sitting for a special purpose examination or by completing other reactivation requirements.
Licensees requesting to reactivate their license from inactive or retired status are required to pay additional fees and comply with specific continuing education requirements. Please contact the board office at info@floridasopticianry.gov to request your reactivation requirements.

The department will renew your license upon receipt of:
- Completed renewal application

Process
Renewal Instructions:
- Go to www.flhealthsource.gov and click the “Renew A License” button.
- Enter your Personal Identifying Information (PII), then click the Login button.
- Confirm or update your MQA Services Account email address, then click the “Continue” button.
- You are now in the Dashboard. During renewals, a “Renew My License” option will populate no later than 90 days prior to your license expiration date. (Note: If you do not see the “Renew My License” option, please check back at a later time.)
*** If the “PII Failed” screen displays, click the “Other Login Option” button and enter your existing User ID and password to access your account.***

- You may renew online if you have a credit or debit card to complete the transaction. Please note that you can now renew online, print a copy of your application summary and mail it with your cashier’s check or money order to:

Tallahassee, FL 32314-6320 - If you are renewing your license after the expiration date and your status still indicates Clear/Active, you will be assessed a delinquency fee. The delinquency fee will be in addition to your renewal fees.
- If your license was Delinquent/Active before the renewal deadline, it will be moved to Null and Void status after the renewal deadline. You should contact your board office for further instruction.
- The process of renewing and retrieving an e-license may take 3-5 business days. Initiating contact to confirm the receipt of fees or the status of your license prior to this time will not expedite the renewal process.

Licenses become Null & Void1 on January 1, 2025. By submitting the appropriate renewal fees to the department, a licensee acknowledges compliance with all requirements for renewal, including continuing education. A licensee who remains on inactive status for more than two consecutive biennial licensure cycles and who wishes to reactivate the license may be required to demonstrate competency to resume active practice by sitting for a special purpose examination or by completing other reactivation requirements.

Continuing Education
Continuing Education (CE) Requirements
Within each license renewal biennium, each licensed optician shall complete a minimum of 20 hours of continuing professional education. A maximum of 5 hours of continuing professional education may be earned from courses without classroom instruction, homestudy, or anytime hours.
First Biennium Renewal: Optician licensees licensed within the first year of the biennium renewing a license for the first time must complete 10 hours of approved continuing education, of which a maximum of three (3) hours may be earned from home study or anytime courses. Courses include, five (5) hours related to technical practice of opticianry, one (1) hour of HIV/AIDS education, a two (2) hour course in the prevention of medical error, and two (2) hours of electives from the first two areas above or subjects relating to business management.
Optician licensees licensed within the second year of the biennium are exempt from continuing education requirements for the first renewal except for a two (2) hour course in the prevention of medical error as required by section 456.013(7), Florida Statutes.

Continuing Education
